Established in 1980, the Lowell Plan is a nonprofit economic-development organization dedicated to building a prosperous, thriving, and inclusive community that works for every resident, organization, and business in Lowell.
We don’t build roads, issue permits, or sell products. We help build the relationships, programs, and partnerships that make those things possible. For more than four decades, the Lowell Plan has advanced big ideas and turned shared priorities into real-world results.
Economic development is about more than attracting new businesses or creating more jobs. It’s about creating the conditions—the investments, infrastructure, leadership, and talent—that are the foundation of a resilient and competitive local economy.
