At the Lowell Plan, we believe that economic development is everyone’s business.
We’re excited to share our 2026-2029 Strategic Plan, which builds on decades of partnership, investment, and community leadership to shape Lowell’s future.
The Lowell Plan and the Lowell Development & Financial Corporation (LDFC) work together to strengthen Lowell’s economy, support local businesses, advance real estate development, and cultivate civic leadership. Through collaboration with businesses, community partners, and local institutions, we work to create opportunities that help Lowell thrive.
Our Strategic Plan outlines four priorities guiding our work: building thriving businesses, generating vibrant places, cultivating transformative talent, and growing the resources needed to expand our impact. Together, these priorities provide a roadmap for strengthening Lowell’s commercial districts, investing in local talent and leadership, and building a more vibrant and prosperous community for the future.
